Theseus

He is no crescent, and his horns are invisible
within the circumference.

Theseus plays on the words “crescent” and “full.” You can only see horns on a crescent moon, not on a full moon. That must be why we can’t see Starving’s horns — he’s not a “crescent” (growing) man, but a “full” grown one.
