This phrase refers to the custom of the king or other noble lord to retain a jester or clown among his servants. In Shakespeare's plays, these "fools" were granted the right to speak frankly, often satirically to their masters. Bottom is referring to a "patched fool" which describes their traditional costume covered with multicolored patches.
