The cowslips' yellow leaves are the Pensioners' coats, and the red dots on the petals (see note at line 10) are rubies — the sort of "favor” (gift) a king might give to his "favorites" at court. The Pensioners would have worn these jewels on their coats to signify their closeness to the king.
