This proverbial expression derives from the decision faced by a troop of archers on the battlefield when attacked by the enemy. They can either hold their ground or they can retreat, in which case they'll cut the strings on their bows so they'll be of no use to the enemy. A similar modern expression is "to fish or cut bait."
